Health Act 2009 briefs

The Health Act started its parliamentary journey in the House of Lords before moving to the House of Commons this month. The Smokefree Action Coalition and ASH produced a number of briefs for peers on the bill at each stage in the process. The most recent appears first:

House of Commons: Report Stage and Third Reading

12th October 2009

This is the last stage the Bill must pass through in order for it to become law.

House of Commons: Second Reading

8th June 2009

This was the first time MPs have an opportunity to debate the tobacco control elements of the Health Bill.

House of Lords: Report Stage

28th April - 6th May 2009

This was the final session on the Health Bill in the House of Lords and peers voted on amendments to the Bill. No amendment was successful in changing the Bill and it moved to the House of Commons. The Smokefree Action brief from the debate is available here:

House of Lords: Committee Stage

23rd February - 17th March 2009

Prior to Report Stage the Health Bill was discussed in Committee Stage. Lords had a chance for detailed discussions and to propose amendments, which are not traditionally voted on at this stage. The Smokefree Action Coalition produced a brief which was supported by a summary 'ten point' briefing on the evidence and rebutting any inaccurate claims which had been made at second reading:

House of Lords: Second Reading

4th February 2009

Second Reading was the first time peers an opportunity to debate the Bill. ASH and Cancer Research UK both produced briefs on the tobacco control elements in the Bill and on proposed amendments to strengthen it. In addition British Heart Foundation produced a report on the evidence for a ban on the sale of tobacco on vending machines:
